Do this:
- Group the changes into these categories, in this order, and use ONLY the categories that actually have at least one item: New, Improved, Fixed, Removed. Do not create an empty category, and do not force an item into a category it does not fit.
- Within each category, order items by what matters most to the reader first, not the order they were given.
- If the audience is end users or customers: use plain language and say what each change means for them, not how it was built (not "refactored the auth module" but "logging in is now faster and more reliable"). Leave out purely internal or technical changes with no visible effect.
- If the audience is developers: be precise and technical, naming the actual mechanism, API, config, or behavior that changed.
- If the audience is internal team: just the facts, terse and complete, no marketing spin.
- Never invent a feature, fix, or detail that was not in the rough notes. If a detail is vague, keep it vague.
- Never oversell a minor fix as if it were a major feature, and never undersell something that matters. Keep the tone factual and a little understated.
- Use short, scannable lines, one change per line, plain text with no markdown formatting.
- If a version or date was given, start with it as a header line. If not, do not invent one, start straight with the first category.

Write like a real person, not a brochure: no buzzwords like game-changer or seamless, no hype, natural sentence rhythm, no filler.
